Florida city commissioner accused of licking city manager’s face, grabbing genitals

MADEIRA BEACH, Florida (WFLA) – A Madeira Beach City commissioner has resigned. Nancy Oakley is accused of licking the former city manager’s face and grabbing his genitals.

Oakley maintains the incident never happened.     

The Florida Commission on Ethics found Oakley did sexually harass the former city manager.

On Wednesday night, the city commission publicly censured her and accepted her resignation.

Back in November 2012, then City Manager Shane Crawford says Oakley attacked him, sexually.

“She would grab your genitalia and then lick you from your Adam’s apple, up across your face. And it just wasn’t a pleasant issue and she did that to show dominance,” said Crawford.

The former city clerk, and Crawford’s wife, took issue with what she saw.

“At that point she took a swing at me and called me a name,” said Cheryl Crawford.

Crawford’s complaint talks about Oakley doing similar things to other men.

In her resignation letter, Oakley maintains her innocence and is looking for paths of appeal.

“It’s hard to maintain your innocence when there was six to seven, maybe even eight witnesses to the fact that it happened,” said Crawford.

At a special city commission meeting, friends and foes of Oakley stepped up.  

“I am sick and tired of the embarrasing headlines created by the majority of this commission,” said one woman.

“I’m just sorry this whole thing happened this way,” said another.

“I really see that we gotta move forward. The commission has done their work,” said a man who addressed the commission.

The only item on the agenda: censuring Oakley and accepting her resignation.

“We believe that the resolution communicated the city’s position and effectively closes this chapter and allows us to move forward,” said City Manager Jonathan Evans.

Oakley has 30 days to appeal the State Commission on Ethics ruling. She has been ordered to pay $5,000.
