Streets blocked off as suspect is holed up in his parents’ home, police say

FRESNO, California (KSEE) – Police have surrounded a home in Fresno after officers say a suspect is holed up inside and potentially has access to a firearm.

Officers were sent to the home in the area of Millbrook and Sierra avenues on Thursday around 6:30 p.m. after a call of a disturbance involving a suspect previously detained on a 5150 hold the day before.

Police say the suspect, Michael Phelps, had returned to his parent’s home while his family was there. After the situation had deteriorated, family members locked themselves in bedrooms and called for police. All family members left the home safely, leaving only the suspect inside.

Family members told police that there was a safe inside the home with firearms inside and that there may be another small handgun accessible to the suspect.

The area of 5th Street and Sierra has been blocked off while police negotiators work to encourage the suspect out of the home.

Police were able to make contact with the subject with the use of a robot. He was being evaluated by a mental health expert. Officers said they were still determining if he would be taken into custody or charged with a crime.
