People living in the area of Ashlan and Fowler learned disturbing details of a crime Clovis police said happened in their neighborhood.
“I’m in shock. I’m blown away somebody would do that,” Mark Akins who lives nearby said Thursday.
Clovis Police Chief Matt Basgall said Timothy Picard was naked when he forced open the window of a home around 12:30 a.m. Sunday.
They say two 10-year-old girls, who were not related, were sleeping inside the room.
“The suspect touched both of the females inappropriately and they were able to fight him off by pushing him away,” Basgall said.
Picard then left through the same window.
“People need to be real safe. They really need to lock themselves in and protect themselves. I mean goodness think, who knows what could have happened to those two little girls,” Akins said.
Basgall said officers along with CHP responded within minutes. They interviewed witnesses and canvassed the neighborhood. He did not go into details, but said evidence left at the scene led to Picard’s arrest in Fresno Wednesday.
Picard is now facing charges including lewd and lascivious acts with a minor under 14 and burglary.
Basgall commended the young girls who were allegedly attacked.
“Once they were able to get their bearing and realize what was happening they fought. They fought this person back. Immediately went to a parent, called 911. There two little girls are heroes,” Basgall said.
Picard has been arrested for stalking and burglary before. He was on probation when this crime took place.
Basgall said Picard has no criminal record in Clovis. Officers are now working with other outside agencies to see if he’s behind crimes outside the area.
