A proposed program to offer money to violent gang members sparks a heated debate at Fresno City Hall and in the community. The program was introduced by District 3 councilman Miguel Arias. The program is call “Advance Peace” and it offers stipends to violent gang members who attempt to get out of a life of crime.
The program proposal passed at Thursday’s city council meeting. The program will need taxpayer dollars to be implemented.
