Man killed in violent crime spree by suspect ordered to be deported in 2014

VISALIA, California (KGPE) – “Somebody call you and tell you your brother’s been shot and killed. It’s hard to explain,” said Jody Jones.

The brother of one of the innocent victims in a violent crime spree, speaks out. Investigators say 36-year-old Gustavo Garcia murdered 51-year-old Rocky Jones outside a gas station. They did not know each other.

The family of Rocky Jones says the 51-year-old hung out at the Visalia AMPM often. Never did they think he would be shot to death in the parking lot by a man — police say went on a violent rampage.

Rocky Paul Jones had just turned 51 last month, his brother Jody says. The oldest of five, Rocky loved his family.

“Just a teddy bear. Just a great person in general,” said Jones.

Jones planned to see him before the holidays.

“I was just gonna take him to lunch like I always do,” said Jones.

Surveillance video from the Visalia AMPM on Lovers Lane shows Rocky Jones confronted by a man at around 2:30 A.M. Monday.

Moments before police say that man – 36-year-old Gustavo Garcia – opened fire.

“You don’t think it’s gonna happen to you or your family or anything like that but by gosh when it does happen, you would hope that there’s laws there that hold people accountable and there’s just not here. There’s just not,” said Jones.

On Sunday, Garcia allegedly shot a farmworker and robbed a clerk at a gas station in Exeter. Investigators believe he was connected to two additional shootings in Tulare County that night. Garcia’s criminal record dates back to 2002 with three immigration holds, ordered to be deported in 2014.

Jones is grieving for his brother but he’s also deeply frustrated with California laws — he says benefits criminals.

“They do not care anymore. They don’t care if they’re carrying a gun, get caught. Nothing’s gonna happen to ’em’. Six months in jail. They go to prison for six months. They don’t care. They do not care. It’s nothing to them,” said Jones.
