Bronze railing ripped from City Hall fountain – suspect in custody

It was a brazen crime – right in front of Fresno City Hall.

Fresno Police say, on Saturday, January 20th, a man was caught on surveillance video removing some bronze railing from the City Hall fountain.  City maintenance officials say it will cost upwards of $3,000 to replace the railing.  Police say the suspect is 30-year-old Charles Stanphill.  He was taken into custody on Wednesday.  Officers say Stanphill is known to frequent the downtown Fresno area. They say he is known to have mental health issues and can be combative with officers.
