                Under the measure, people who adopt shelter pets would get a state tax refund for as much as $100.
                The bill would cost the state treasury about one and a half million dollars a year in lost tax revenue.
                People in favor of the bill say it would help encourage people to save animal lives.
                About 800,000 animals end up in shelters every year
