        The governor signed an emergency drought proclamation yesterday.
        Cutting red tape for several drought-related projects.
        The proclamation also directs state water officials to speed up water transfers to farmers.
        Water transfers allow farmers to sell their water to other farmers in need.
        The Governor is also asking Californians to conserve more water by only watering landscaping twice a week, and washing vehicles at car washes that use recycled water.
