       The drought could cause water bills to go up in Tulare soon.
        The board of public utilities is considering adding on a temporary surcharge.
        It's mainly to cover costs the city is taking on as ground water levels continue to drop.
        Joe Ybarra talked with officials who say the amount of money added to each bill, will depend on how much water each customer uses.
