Tulare's police chief could be facing domestic violence charges. Jerry Breckinridge was arrested on Sunday. Deputies made the arrest at his home, just one day after he reportedly had some kind of domestic dispute with his girlfriend. He has since bailed out of jail and is taking a couple days off work.  At this point, the city isn't taking any administrative action and the district attorney's office hasn't filed any charges. Breckinridge has been with the department since 1989. He started out on patrol, moved his way up the ranks and was named chief in 2009.
