"Extremely Intoxicated" Driver Slams Into Visalia PD Squad Cars

5 Parked Vehicles Hit Before Suspect Arrested

At around 2:30 Thursday afternoon the Visalia Police Department started getting calls that someone was slamming into parked squad cars in the parking lot behind Visalia Police Department headquarters. Officers responded and found 51-year old Tod Payne of Santa Barbara in the driver seat of a Cadillac CTS Sedan that had extensive front end damage. Payne was the only person in the car, and was attempting to flee the scene.  Officers were able to get the cars gear shift into park and detain Payne, who they describe as "extremely intoxicated".
Investigators determined that Payne drove into the parking lot and slammed into four parked patrol vehicles, and then hit a fifth car belonging to a private party.  The suspect was arrested and booked into the Tulare County Pre-Trial facility for DUI and Hit and Run.
