Surveillance camera video out of San Diego shows two women smacking, kicking, and bouncing on top of mother seals and their pups as they rested on the beach.
It happened at an area known as 'Children's Pool' at a La Jolla beach.
The video has prompted the Mayor of San Diego to close the beach from sunset until sunrise. "The only way we can get a clear cut stop it of this is to close the beach during the so called pupping season, which goes to about May 15th. And just say you can't go on the beach at night. And if you're there, you'll be cited," said Mayor Bob Filner.
The San Diego Police Department has not cited anyone for the abuse of the seals.
