Lawmakers approved the $150 annual fire fee to help offset the cost of providing fire protection in rural areas.
The State Responsibility Area (SRA) Fire Prevention Benefit Fee was enacted following the signing of Assembly Bill X1 29 in July 2011.
The SRA is rural land not covered by city boundaries or in federal ownership.
The California Department of Forestry and Fire Protection is dealing with thousands of complaints challenging its billing data.
Many homeowners argue they are already paying for fire protection and are now being double billed while others say they don't live on SRA land and should not have to pay.
